Elena Starovoytova Joins FBK as Managing Partner

Elena Starovoytova is a distinguished expert in accounting, audit, and advisory in Russia with over 30 years of industry experience. Her expertise spans the audit of financial statements under RAS and IFRS Accounting Standards, along with a solid track record in complex consulting engagements, client representation in negotiations with tax authorities and forensic accounting testimony.

Between 2020 and 2025, Elena served as Associate Director of the Department for Accounting, Financial Reporting, and Audit Regulation at the Ministry of Finance of the Russian Federation, where she oversaw the development of federal accounting standards and helped shape major regulatory initiatives. Currently, she is a member of the Accounting Standards Council under the Ministry of Finance of Russia, the State Financial Accounting Standards Council under the Ministry of Finance of Russia, the Interagency Working Group on IFRS Application under the Ministry of Finance of Russia, and the Interagency Working Group on Public Non-Financial Reporting Development under the Ministry of Economic Development of Russia.

Elena Starovoytova holds a Ph.D. in Economics, is an Associate Professor, and holds the rank of Active State Councillor of the Russian Federation, 3rd class. She also has an ACCA Diploma in International Financial Reporting.

In her new role at FBK, Elena Starovoytova will lead initiatives focused on the financial statement assurance, as well as the provision of services related to sustainability data.
