Public control as a tool for citizens’ interests implementation and protection – Council of Federation panel discussion

On
24 October 2013 the Council of the Federation Committee on Constitutional Legislation, Legal and Judicial Affairs and Civil Society Development held a panel discussion on the topic of
“Public control as a tool for citizens’ interests implementation and protection”.
On the invitation of Konstantin Dobrynin, the Committee’s deputy-chairman,
Anna Grishchenkova, head of the FBK Legal Dispute Litigation Practice took part in the discussion.
The main objective of the expert discussion was to determine the ways to improve the Russian legislation as well as to improve the openness of the legislative proceedings and implement the public control over it.
Within the framework of the panel discussion among others under discussion were the topics of establishing the legal framework for building the national system of public control; forming the mechanisms to maintain the dialogue of the authorities with the citizens and the and expert community; developing the model law on the public chamber of the RF constituent and the draft Federal law “On the fundamentals of public control in the Russian Federation.”
In the panel discussion took part the representatives of NGO, public associations, federal and regional authorities, the leading law firms, members of the Public Chamber.
