Based on the findings of the study “An Overview of International Practices and Analysis of the Situation in Russia” was published. One of its sections on the evolution of the state procurement system in Russia included an article by Sergey Ermolenko “The evolution of public procurement in Russia: electronic bidding as the mechanism to ensure competition in the state-guaranteed order” prepared on the request of the research organizers.
“The state procurement system in our country is developing dynamically, becoming more transparent, more efficient. But there are some problems: the practice of buying from a single supplier and paper-based open bidding. Electronic auctions, electronic submission of proposals and supplier selection allow us to overcome these problems: they make it possible for us to keep control over the procedure and leave fewer opportunities for manipulations,” said Sergey Ermolenko, FBK Legal head of anti-monopoly advisory.
Along with the lawyers of FBK Legal in the preparation of the study also took part the leading Russian and international law firms, representatives of authoritative research organizations, the employees of the International Forum of Business Leaders.
